<p>(MSHP) &#8211; Colonel Ron Replogle, superintendent of the Missouri State Highway Patrol, would like to make the public aware of National Safe Boating Week, which takes place May 18-24, 2013. As the weather starts to warm up, we’re all anxious to get outside and enjoy the sunshine. Families and friends gather together to enjoy the outdoors, travel on vacation, and spend time on the water – boating, fishing, sailing, and more. It’s important to remember the safety precautions to take during all of these recreational water activities.</p>
<p>Nationwide, approximately 500 people drown each year from recreational boating accidents. Of those, nearly 88 percent were not wearing a life jacket.</p>
<p>It is imperative that everyone wear a life jacket at all times in and around the water. Missouri law requires children under seven to wear a life jacket at all times while on board a boat unless in an enclosed cabin area. The Missouri State Highway Patrol joins the National Safe Boating Council, U.S. Coast Guard Boating Safety Division, National Association of State Boating Law Administrators, and Canadian Safe Boating Council in encouraging safe and responsible boating, including wearing a life jacket, and being alert and aware in and on the water.</p>
<p>“Boating accidents occur too quickly for you to reach for a life jacket,” said Colonel Replogle. “Missouri experienced 82 boating accidents in 2012, in which 93 people were injured and 10 people were killed. Please pay attention when enjoying Missouri’s waters, and make sure you have a life jacket for each person in your boat. Take time to choose a life jacket that fits properly and is approved for your activity and body weight.”</p>
<p>Life jackets are now lighter, less obtrusive, and more attractive than ever before. The new inflatable life jackets allow the mobility and flexibility for activities like boating, fishing or paddling, and are much cooler in the warmer weather. There are many different varieties of inflatable jackets ranging from those that inflate instantly when submerged in the water to those that are manually inflated. All are designed to be more comfortable and wearable than the traditional life jacket.</p>
<p>In addition to your life jacket, remember these boating safety tips:</p>
<h3><span style="color: #0000ff;">1) Don’t drink alcohol while you&#8217;re boating.</span></h3>
<h3><span style="color: #0000ff;">2) Know Missouri’s boating laws before you get onto the water.</span></h3>
<h3><span style="color: #0000ff;">3) Make sure your boat is as prepared as you are. Schedule an inspection </span><span style="color: #0000ff;">before you hit the water.</span></h3>
<h3><span style="color: #0000ff;">4) Check the weather. Know the forecast prior to going out, and check for </span><span style="color: #0000ff;">changing conditions regularly.</span></h3>
<h3><span style="color: #0000ff;">5) Make sure you can keep in touch. In an emergency situation, cell phones </span><span style="color: #0000ff;">and having a good float plan, which includes someone on shore knowing when </span><span style="color: #0000ff;">you are leaving and when you should return, is important.</span></h3>
<p>“The Missouri State Highway Patrol would like the 2013 boating season to be fun for everyone,” said Col. Replogle.</p>
<p>Boaters are reminded to contact the Missouri State Highway Patrol using *55 if they need assistance, or observe another boater operating a vessel in an unsafe manner.</p>
<p>The Patrol encourages motorists and watercraft operators to protect themselves by making sure everyone in the vehicle is properly restrained in a seat belt or child restraint and everyone in the vessel is wearing an approved life jacket. Click It 4 Life and Wear It!!!</p>

<p>NMCAA &#8211; Northeast Missouri Community Action Agency’s Head Start Program will begin feeling the impact of the Sequestration and Health Care Reform beginning Aug. 1, 2013.</p>
<p>Starting with its new grant year, NMCAA’s Head Start Program will need to shave $106,812 (5.27%) from its budget as well as redirect $175,500 for health care coverage for those employees working at least 30 hours per week. In order to balance the budget, eight employees will lose their jobs and 46 families will lose Head Start services. These are children and families with the greatest need of pre-school programs.</p>
<p>Northeast Missouri Community Action Agency provides services to low-income families in five counties in northern Missouri—Adair, Clark, Knox, Schuyler and Scotland. These services strive to remove barriers to economic self-sufficiency. One of these services is Head Start, which provides developmental screenings and assessments, medical and dental services, and home visits designed to support the families. “The first step in keeping people out of poverty and creating a stronger community is to invest in children,” said Penny Miles, NMCAA Executive Director. “These cuts adversely affect our children at the most crucial time of their development.”</p>
<p>In order to meet the $282,312.00 deficit, NMCAA will be closing a center in Kahoka, Mo. Additionally, the Agency will be reducing the number of children who attend the Kirksville Part Day Center. The children from Kahoka will be transported to Wayland for classes. Kirksville Part Day, which is currently serving 78 children, will be reduced to 40 children. NMCAA currently has two sessions of Head Start in Schuyler County. That center will drop to just one session.</p>
<p>NMCAA was given the directive by the Office of Head Start that high-quality service and adherence to the Performance Standards be maintained and that the dictate of its Community Needs Assessment be followed. The Agency must accomplish this while operating at the same level of funding that was in place in 2006. If the Sequestration continues, NMCAA will be forced to downsize the program by 5 percent in each of the next nine years.</p>
<p>Head Start is just the beginning for NMCAA. This story will continue during all of the next year as new grant cycles begin. Additionally, this will affect local economies. As NMCAA funds decrease, the Agency will be buying less and using fewer services. The entire community will be affected.</p>
<p>“When members of Congress were directly affected by the problems the Sequestration caused to airline travel, they found a solution,” Miles said. “If we value our children, we should be able to find a way to help them when they need it the most.”</p>

Childers, 94, of Memphis, formerly of Rutledge, Missouri died on May 12, 2013 at the Scotland County Care Center in Memphis, Missouri.</p>
<p>The son of Hugh Perry and Amy Edith (McClamroch) Childers, he was born on July 27, 1918 at Rutledge, Missouri.</p>
<p>On April 23, 1944 at Memphis, Missouri he was united in marriage to Mary Evelyn Padgett of Memphis, Missouri. For 80 years, he lived and farmed near Rutledge until they moved to the Scotland County Residential Terrace in 1998 due to Mary Evelyn’s declining health.</p>
<p>J. P. was a life-long resident of Scotland County. He attended Hendricks Grade School and graduated from Rutledge High School in 1936. He attended Kirksville State Teachers College for one year and then returned home to teach school and help his parents on the farm. During this time he taught school for one year at Fabius and three years at Hendricks rural schools. In addition to farming, he also served as manager of the Scotland County USDA-ASCS office for several years. J. P. was a member of the MFA Cooperative and delegate to the MFA Oil Company conventions for many years. J. P. was a long time member of the Rutledge Methodist Church and later served as elder and Sunday school teacher at the Rutledge New Testament Church, where he often liked to remind his class that “It is one’s attitude, not one’s aptitude that determines one’s altitude in life”. He is also remembered for giving a red delicious apple to each person attending Christmas Eve services.</p>
<p>He is survived by his son, Jonathan (Jon) Childers and wife Jan of Eagan, Minnesota; one grandson, Jason Jonathan Childers Meeuwen &amp; wife Jennifer and two great-grandsons, Garrett and Isaac of Belle Plaine, Minnesota. He is also survived by sister-in-laws Barbara (Padgett) Briggs and Roger, and LeGene Padgett; cousins Victor Childers, Lola (Childers) Slater &amp; Paul, Charles Childers &amp; Lorraine, Robert McClamroch &amp; Jenny, LeRoy Huff &amp; Jane, Arlene (Huff) Holden, Catherine (McClamroch) Nulliner, and Bernice Forrester; and many nieces and nephews including Bob Neese, Sam Padgett, Nanette (Padgett) Young, David Padgett, Whitney (Padgett) Bucci, Hal Padgett, Heather (Briggs) Farris, Nathan Briggs, and Byron Briggs.</p>
<p>He is preceded in death by his wife of 61 years, Mary Evelyn Childers in 2005; his parents, Hugh &amp; Amy Childers; brother-in-laws, Joe Neese Jr., Clifford Padgett and Dick Padgett; sister-in-law, Jacquelyn Neese; niece, Susan Neese; cousins, Hillis &amp; Elizabeth McClamroch, Denver McClamroch, Melba Huff, and Virgil Woehrle.</p>
<p>Funeral Services were held at the Rutledge New Testament Church on Thursday, May 16, 2013 at 10 AM, with Rev Charles Hammack officiating. Interment followed in the Memphis Cemetery east of Memphis. Pall Bearers were Bob Neese, Sam Padgett, David Padgett, Nathan Briggs, John Cole, and Jamie Triplett. Honorary Pall Bearers were John Tippett, LeRoy Huff, and Roger Briggs.</p>
<p>In lieu of flowers, memorials are suggested to the Rutledge School Restoration Society, or the Alzheimer’s Association, and may be left at or mailed to the Payne Funeral Chapel, 202 East Madison Street, Memphis, Missouri 63555.</p>
<p>Payne Funeral Chapel has been entrusted with arrangements.</p>

<p>Born February 7, 1917 near Taylor, MO she was a daughter of Arthur William“Doc” and Luella Hendreds Manley.  She was united in marriage with Otto S. “Toad” Clay on September 6, 1934 at Monticello, MO.  He preceded her in death on August 11, 1979.  She was also preceded in death by her parents, and eleven brothers and sisters.</p>
<p>Surviving are two daughters, Ottie Lewis and husband, Roy of LaBelle, MO and Ruby Lynn Miller of Macomb, IL; six grandchildren, Rochelle Milsap and husband, Michael of Quincy, IL, Roy “Lee” Lewis Jr. and Ashley of Quincy, IL, Tylan Clay and Trista of Fairfield, IA, Brandon Clay of the Quad Cities, Anthony Lewis and wife Monica of Quincy, IL and Randall Lewis and wife Donyale of Houston, TX; and, twelve great-grandchildren.  Also surviving are two sisters; Blanche Jones of Bronx, NY and Veta Mae Stewart of Fort Madison, IA,  one brother-in-law, Graville Clay and wife, Francis of Quincy, IL, two sisters-in-law, Irene McGruder of LaBelle, MO and Golda Manley of Quincy, IL and a host of nieces, nephews and friends.</p>
<p>Mrs. Clay was a long time resident of Lewis County, MO.  She was employed at Prairie View Nursing Home near Lewistown, MO; in the laundry department, which she just thoroughly enjoyed.  While residing in Quincy she worked through the Green Thumb Program.  Ruby was an active member of the Mt. Olive Baptist Church in LaBelle.  She sang in the adult choir, played the piano for a short time, and was active in every area of the church.  Ruby was an avid gardener blessed with a green thumb especially with flowers.   She was excellent at baking; and was known for her rolls and pies, especially her lemon pies.  Ruby had a love for life and was a very active woman who loved her grandchildren and great-grandchildren with all her heart.</p>
<p>Funeral services were held at 1:00 p.m., Saturday, May 18, 2013 at the Coder Funeral Chapel in LaBelle, MO.  Pastor James Salter officiated the services and burial was in the LaBelle Cemetery at LaBelle, MO.  Memorials in memory of Mrs. Clay may be made to the Mt. Olive Baptist Church.  The memorials may be left at or mailed to Coder Funeral Chapel, P.O. Box 151, LaBelle, MO 63447.</p>

<p>She was born the daughter of David and Leta Atwell on April 1, 1923.    Irene grew up in Rutledge and lived most of her life in Kansas City, Missouri.   She graduated from Rutledge High School with the class of 1941 as valedictorian of her class.  On June 8, 1941 she married Marion A. Shanes.  He preceded her in death on March 23, 1994.</p>
<p>During WWII, Irene worked in Kansas City for the U. S. Government in War Assets, and later for Pratt &amp; Whitney.  After the war, the Shanes resided in Kansas City as their children were growing up.  She was an at home mother, sharing in the lives and activities of her family.  After her children were grown, she worked for the Federal Aviation Administration as a secretary, retiring in 1985 after many enjoyable years there.</p>
<p>Following Marion’s passing, Irene married Norman Sherwood in 1997 and they shared 11 years together until Norman passed away in 2008.</p>
<p>Irene was a long-time member of the Broadway United Methodist Church (now Keystone United Methodist Church) in Kansas City MO and for many years she enjoyed the social gatherings of her bridge/canasta and breakfast groups.</p>
<p>Irene was always a loving dedicated wife and mother and a dear friend and relative to many.</p>
<p>She is survived by a son, Charles W. Shanes of Wappingers Falls NY, a daughter, Lucile S. Wilkens and her husband John of Kennett Square, PA, and grandson Chris Wilkens and wife Molly of Fremont, CA.</p>
<p>A memorial service was held at the Keystone Church in Kansas City and a gravesite service was held at the Pauline Cemetery in Rutledge.  Burial was in the Pauline Cemetery.</p>
<p>Memorial donations can be made to her church – Keystone United Methodist Church in Kansas City and may be left at or mailed to Gerth Funeral Service, 115 S. Main, Memphis, MO 63555.</p>

				<content:encoded><![CDATA[<p>Robert Dale Dundee, Sr., 73, of Memphis died Monday, May 6, 2013 at Scotland County Hospital in Memphis.</p>
<p>He was born the son of Wally and Opal (Knickerbocker) Dundee on July 13, 1939 in Waukon, Iowa.</p>
<p>Robert attended school in Waukon.   He married the former Shirley Harris on September 21, 1957.   She preceded him in death on June 19, 2000.</p>
<p>The Dundee’s moved to Gorin in 1991.  Robert worked in trucking with his cousin, Harlan Bray in Iowa driving a flatbed and hauling grain, etc.</p>
<p>Robert enjoyed fishing, flea markets, and horseback riding — which was his passion.</p>
<p>He was preceded in death by his wife; a son, Michael, a brother, Sherman Dundee and his sister, Rosie May.</p>
<p>He is survived by a daughter, Susie Miller of Gorin; a son, Robert Dundee and Crystal Howe of Wyaconda; ten grandchildren and eight great grandchildren.</p>
<p>Private family services will be held at a later date.</p>
<p>Memorials are suggested to the Dundee family and may be left at or mailed to the Gerth Funeral Service, 115 S. Main St., Memphis, MO 63555.</p>
<p>Condolences to Mr. Dundee’s family may be made by signing the guest book at gerthfuneralservice.com.</p>

<p>Willa was born in Bagnell, Missouri, on July 9, 1928, the daughter of Virgil Houston and Myrtle Anderson Houston Whitlock.</p>
<p>She attended Camdenton Elementary in Camdenton, Missouri and graduated from the Augusta High School in Augusta, Kansas.</p>
<p>On June 30, 1946, in Roach, Missouri at the Faith Bible Academy, Willa married Edward Preston Roe and to this union four children were born; Kenneth E., Peggy A., James D, and Wm Keith. Ed preceded her in death on February 11, 1980.</p>
<p>After marriage, Willa lived in Camdenton MO, Kansas City MO, Lamar MO, August KS, Emporia KS, Carbondale KS, and Topeka KS. While living in August KS, after 17 years of marriage, she returned to school and received her high school diploma with honors.</p>
<p>In 1968, Willa began employment with the Kansas Secretary of States Office as a clerk typist. In 1978, she was appointed to the position of Deputy Assistant Secretary of State &#8211; Corporations. She remained in that position until her retirement on November 17, 1993. She served under three Kansas Secretaries of State: Elwill Shanahan, Jack Brier and Bill Graves.</p>
<p>In 1994, Willa moved to Edina, Missouri to be near and daughter and son-in-law.</p>
<p>Her faith gave her resiliency during adversity including becoming a widow at age 51 and the loss of her home to a tornado in the early 1980&#8242;s. She was actively involved in church during her life, and was a part of Life of Christ Church in Edina.</p>
<p>Willa loved to study the Bible and enjoyed teaching ladies Sunday School classes. She possessed a true servants heart, and could usually be found baking or in the kitchen cleaning up after a gathering. She loved to bake and a “Willa pie” was a well known item among her circle of friends and church family.</p>
<p>Willa enjoyed travel, having visited much of the United States, and was often found frequenting quilt shops in her travels. As she traveled, she also sought out shops in her search for piggy banks, with over 200 in her collection.</p>
<p>Willa is survived by her four children, Kenneth E. Roe of Topeka, Kansas, Peggy A. and her husband Dr. Robert Collinge of Edina, Missouri, James D. and his wife Marvene Roe of Wauneta, Nebraska and William “Keith” and his wife Anne Roe of Marietta, Georgia; a sister-in-law, Norma Houston of Camdenton, Missouri; a sister-in-law, Elizabeth Jaeger of Jefferson City, MO: Brothers-in-law Joe Roe of MO and Roy Roe of CA. Grandchildren are: Robert Roe, Christina Roe, Jason Roe, Ben Roe, Darren Roe, Ron Collinge, Rachelle Collinge, Brian Collinge, Tammy Walkowski, Amanda Douglas, Laura Blomstedt, Andy Roe (deceased), Isaiah Roe, Jacob Roe, Douglas Roe, and Allison Roe. Great grandchildren; Sydney Collinge (deceased), Mallory Collinge, Levi Collinge, Brendan Collinge, Ian Collinge, Jake Collinge, Daniel Roe, Job Collinge, Arch Collinge, Renzi Walkowski, Cheya Walkowski, Iara Walkowski, and Tryphena Douglas and a number of nieces, nephews, cousins and a host of friends.</p>
<p>She was preceded in death by her parents, her husband, Edward P Roe: a grandson, Andy Roe, her brother, Virgil Houston, Jr. and a great granddaughter in infancy, Sydney Collinge.</p>
<p>Services will be at 11:00 a.m. Monday, May 13, 2013, at the Life of Christ Church in Edina, Missouri.</p>
<p>Visitation will be Sunday after 2:00 p.m. with the family receiving friends from 4:00 to 6:00 p.m. at the Doss Funeral Home in Edina, Missouri.</p>
<p>Burial will be in the Linville Cemetery in Edina, Missouri.</p>
<p>Pastor Tom Hutchens and Pastor John Bode will officiate and music will be provided by her daughter-in-law, Anne Roe and family.</p>
<p>Casket Bearers will include grandsons, great grandsons and church family.</p>
<p>An expression of sympathy in memory of Willa Roe may be left to the Life Church School, Cystic Fibrosis Foundation, Lifeline Pregnancy Center, or the organization of your choice. A memorial may be left at or mailed to the Doss Funeral Home 208 N. 4th Street, Edina, Missouri 63537.</p>

<p>Glenn Head, 59, of rural Novelty was arraigned in Knox County Circuit Court Thursday morning, May 9, 2013, with Judge Gary L. Dial presiding.</p>
<p>Judge Dial was appointed to preside over the case by the Missouri Supreme Court last month after Judge Russell E. Steele recused himself from the case.</p>
<p>Head was present at the arraignment and was represented by his attorney, Charlie James, who has a law firm in St. Peters, MO.</p>
<p>Head entered two “not guilty” pleas to the second degree murder charge and armed criminal action charge against him. He stands accused of murdering his neighbor William “Bill” Bacon, 68, on December 11, 2012.</p>
<p>Also, a motion for a change of venue was filed by the defense on Monday, May 6, 2013 and a stipulation for change of venue was jointly filed by the prosecution and defense at the time of the arraignment. As a result the case has been moved to Clark County and the trial dates have been set for November 12 through 15 of this year.</p>
<p>According to James, the request for a change of venue was filed for “several reasons” mainly because of the size of the county and the probability that many people who live here will know either the victim or the defendant.</p>
<p>“We felt it would be easier to seat an impartial jury in another county with a higher population. It would take a long time to find a jury in this county who didn’t know anyone involved in the case, Glenn or Bill, or any of the attorneys,” said James.</p>
<p>“The state has no objection to a change of venue in this case. Clark County will be an excellent location should this matter go to trial. They have a brand new courthouse with excellent facilities for any jury that might be required and the state is pleased with the selection. Additionally, by moving this case out of Knox County, we are hoping to lessen any misinformation the public may have heard,” said Assistant Knox County Prosecutor, Jo Fortney.</p>

The event will provide attendees an opportunity to view the Lloyd&#8217;s grazing system and see how they manage fescue in their rotational grazing program. The Lloyds are co-op producers with Pharo Cattle Company and have been utilizing Planned High Stock Density Grazing since 2007. Directions to the farm from Memphis, MO are to take Hwy 15 North approximately 6 miles to Route H. Go east on H approximately 5 miles. Turn left on gravel road, farm will be 1 mile north on the west side of road. Watch for pasture walk signs. The farm is only 5 miles south of Cantril, IA.</p>
<p>The event is sponsored by the 4-Corners Grazing Club, a “grazing group” in the Scotland, Clark, Knox and Lewis County area. The goal of the group is to provide an opportunity for producers to share information related to pasture management by visiting and touring operations of other producers. Producers from outside the four county area are invited and encouraged to attend the events.
